Mr. Astor's individual law practice includes general corporate and estate planning matters with a concentration in governmental affairs and environmental law, particularly solid waste management and recycling. As a registered lobbyist, Mr. Astor represents various segments of the California solid waste management industry. Mr. Astor serves as General Counsel for several industry trade associations and also represents a number of waste collection and recycling companies, ranging from local, family owned businesses, to regional and national concerns. He frequently appears before the California Legislature, the California Integrated Waste Management Board, the South Coast Air Quality Management District, and the California Air Resources Board on a wide variety of environmental issues.
Mr. Astor has extensive experience in the negotiation, development and implementation of solid waste collection franchises and ordinances, and has represented clients before more than 50 local agencies (cities, counties, special districts) throughout California. He participated directly in the process that led to the enactment of California's landmark recycling law, AB 939, and has been involved in the development of every important regulatory or legislative enactment in California affecting solid waste management since 1987. Mr. Astor holds an "AV" Martindale-Hubbell rating.
